The 10th China Service Economy and Trade Forum Was Successfully Held

On November 23-24, 2024, the 10th China Service Economy and Trade Forum, hosted by the National University International Trade Discipline Cooperation Group and organized by BNUBS, was successfully held at the International Exchange Center of Beijing Normal University Zhuhai Campus.

The opening ceremony was presided over by Cai Hongbo, a professor from BNUBS and Secretary General of the Service Economy and Trade Forum of the National University International Trade Discipline Cooperation Group.

Wei Wei, Associate Secretary of the Party Committee of Beijing Normal University and Secretary of the Party Committee of Zhuhai Campus, first delivered a speech. The report of the 20th National Congress of the Communist Party of China clearly pointed out that high-quality development is the primary task of comprehensively building a socialist modernized country. Service trade, as an important component of promoting high-quality economic development, plays an important role in promoting the optimization and upgrading of China's economic structure and enhancing international competitiveness. At present, the vivid practice of China's service industry opening up and service trade development provides excellent materials and opportunities for scholars of China's service economy and trade, and of course, also puts forward urgent requirements of the times. In the future, with the deep adjustment of the global economic pattern, the importance of the service industry and service trade will become increasingly prominent. In this context, China should actively respond to challenges, accelerate the cultivation of new quality productive forces, vigorously promote innovation in service trade, seize opportunities in digital trade, accelerate the construction of a trade powerhouse, and further promote the high-quality development of the Chinese economy, injecting momentum into the recovery and new development of the world economy.

Sheng Bin, member of the Standing Committee of the Party Committee, Vice President, and Dean of the School of Economics at Nankai University, stated in his speech that the Service Economy and Trade Forum has been successfully held for ten years and has extraordinary significance. It has built a highly distinctive exchange platform for domestic service economy and trade scholars, especially young and middle-aged scholars. Its themes cover various fields of service economy and trade, integrating international and domestic perspectives. He proposed that trade in services is crucial and the main direction for the future development of international trade. Not only is it growing rapidly, but the boundary between manufacturing and service industries is gradually blurring, and emerging service products are constantly emerging. In the new development pattern of dual circulation, emphasis is placed on stimulating domestic demand and utilizing the advantages of a super large market. Services are crucial for relying on the country's large market. The high-quality development of the service industry and service trade is inevitably driven by new quality productivity, and the product scope not only involves the economy, but also contains rich humanistic connotations. We should use the high-quality platform of the Service Economy and Trade Forum to further broaden our theoretical and policy research in related fields.

Speech by Sheng Bin, Member of the Standing Committee of the Party Committee, Vice President, and Dean of the School of Economics at Nankai University

Professor Zhao Nan presided over the first half of the keynote speech. Professor Sheng Bin summarized the research progress of digital service trade under the theme of Welcoming the Arrival of the Digital Service Era, pointing out that it is an important feature of digital trade, including digital ordering, delivery, and intermediary services. He also distinguished the connotations and statistical methods of digital delivery trade and digital deliverable trade, and explained their implementation process through cross-border delivery, overseas consumption, and commercial existence. Finally, he analyzed the development of global and Chinese digital delivery trade, as well as trade barriers and related limiting factors at the policy level. Professor Huang Jianzhong gave a speech entitled Social Reproduction, Organic Composition of Knowledge Capital, and 'Dual Circulation' - Based on the Perspective of Marxist Political Economy, linking the dual circulation with the organic composition of knowledge capital from a political economy perspective, in order to explain the paradox of the slow growth of new quality productivity and the world economy. Based on the theory of social reproduction cycle, he pointed out that the knowledge and technological content of the material form of surplus value in the first category determines the scale and speed, and the breakthrough of new quality productivity lies in the improvement of knowledge and technology in equipment manufacturing industry. He also analyzed the changes in the organic composition of capital in different stages of the cycle and its impact on international economic relations, emphasizing the importance of coordinating institutional reform and opening up. Professor Cui Riming's speech entitled New Business Opportunities and Risks for Chinese Enterprises to Go To Sea first described the macro background including the restructuring of the world economic pattern, the intensification of political risks, technological change and other aspects, which highlighted the rise of China, the continuous reform and opening up, the promotion of the "the Belt and Road" construction, as well as the containment of China by the United States and the West. He also introduced the new progress of enterprise going to sea, such as the transformation of the layout from traditional to emerging markets in terms of export scale, direct investment and other aspects, and finally mentioned risk prevention and related measures.



First half of keynote speech

Professor Cai Hongbo presided over the second half of the keynote speech. Researcher Li Jun gave a speech titled Connecting International Rules for Digital Trade and Optimizing the Digital Business Environment. He pointed out that although digital trade rules are relatively rich, there are problems of fragmentation, double standardization, and groupization, and the business environment is not good but bad. By analyzing relevant indicators, he proposed thoughts on optimizing the digital business environment, including attaching importance to the evaluation of the World Bank and OECD, evaluating high-level standard rules, and optimizing software and hardware environments. Vice President Sun Ke delivered a speech titled New Trends in International Cross border E-commerce Development, pointing out that cross-border e-commerce logistics and e-commerce are inseparable, and currently face many changes and challenges, such as the international political environment, seller multi platform delivery, full custody mode, compliance requirements, etc. At the same time, she analyzed the changes in the global market, with the most prominent being that the US market has a large output value but slower growth rate, Europe has strong growth rate, and emerging markets such as Latin America have potential but difficult offline delivery. Professor Kong Ying's speech topic is Sustainable Development of E-commerce. Firstly, he elaborated on the importance of e-commerce in modern economic development, focusing on its carbon emission sources, including logistics, packaging, data centers, warehousing, and other specific emission situations. The provincial differences in logistics carbon emissions and the growth rate of packaging carbon emissions are important factors that deserve attention. At the same time, he proposed relevant suggestions for sustainable development of e-commerce, including carbon neutral transportation, circular economy models, and compliance with ESG.

On the afternoon of the 23rd, the Secretariat of the Service Economy and Trade Forum of the National University International Trade Discipline Cooperation Group held a meeting in the second floor auditorium of the International Exchange Center.

On the afternoon of the 23rd, eight parallel forums were held around the theme of service economy and trade. The parallel forums focused on institutional openness in the service industry, digital economy and green development, service trade rules and policies, stable foreign trade and high-quality development, and conducted in-depth discussions and exchanges on 32 excellent papers.

The closing ceremony was presided over by Kong Haiyang, an assistant professor at BNUBS. Professor Cai Hongbo made a summary of the conference, stating that the experts and scholars of this forum had conducted in-depth and effective discussions on the theme of "cultivating new quality productive forces and new driving forces, promoting high-quality development of service trade". Everyone expressed their own opinions and had frank exchanges, colliding with the sparks of wisdom. He sincerely thanked everyone for bringing rich, diverse, and innovative research results. Thus, the 10th China Service Economy and Trade Forum has come to a successful conclusion.
