On July 7, 2023, the Academic Degrees Committee of The State Council, the Ministry of Education, and the Ministry of Human Resources and Social Security jointly issued a notice, deciding to establish the National Digital Economy Professional Degree Graduate Education Steering Committee. The document released the list of members of the Steering Committee, which was chaired by Cong Liang, Associate Director of the National Development and Reform Commission. The vice chairmen included Jiang Xiaojuan, Professor of the University of Chinese Academy of Social Sciences; Zhu Jianwu, Associate Director of the Department of Innovation and High-tech Development of the National Development and Reform Commission; Wang Jianwei, Associate Director of the Department of Information Technology Development of the Ministry of Industry and Information Technology; Ye Kangtao, Vice President of Renmin University of China; Huang Xianhai, Vice President of Zhejiang University. The Secretary-General was Liu Shouying, Party Secretary and Dean of the School of Economics, Renmin University of China. Qi Yudong, Dean of the School of Economics and Business Administration of Beijing Normal University, and 19 other members, were members.The secretariat was located in Renmin University of China.

The National Steering Committee for Graduate Education of Professional Degrees was established with the approval of the Academic Degrees Committee of The State Council, the Ministry of Education and the Ministry of Human Resources and Social Security. It is to assist the competent departments in carrying out research, consultation, guidance, evaluation and exchange and cooperation in the education of professional degree postgraduates of corresponding categories, promote professional degree postgraduates' education to serve the needs of the country, vigorously cultivate high-level innovative, composite and applied talents, and improve the overall level of professional degree postgraduates' education.Members of the Steering Committee shall be selected and appointed by the Academic Degrees Committee of The State Council, the Ministry of Education and the Ministry of Human Resources and Social Security for a term of five years.
