On December 12th , 2020, As the special session of labor market branch of the fifth Annual Conference of Labor Economics in China, The 10th China Labor Market Development Forum and the Release Conference of China's Labor Market Development Report 2020 were held successfully in Zhuhai Campus.

The Report on The Development of China's Labor Market presided over by Professor Lai Desheng has been published for 10 years since 2011. It has become a brand in the field of China's labor market research and gained great academic reputation and social influence. It is the landmark achievement of the series of research reports of Beijing Normal University supported by BNUBS. The 2020 report focuses on "the spatial evolution of the labor market in the context of constructing a new development pattern". In his speech, Professor Lai Desheng said that the central government's proposal to construct a new development pattern of double cycle is bound to have a far-reaching impact on China's labor market reform. Studying the development of the labor market from the perspective of spatial pattern is conducive to more accurate understanding of the employment and income status of the labor force in different regions of China, and can provide empirical support for opening up the great domestic cycle. To study and judge the development of the labor market from a regional perspective, we can have a more comprehensive grasp of the relationship between the whole and various regions, give play to China's labor market's spatial advantages, and solve the employment problem more effectively. The report is of great practical significance in controlling the overall situation of the labor market, solving the employment problem and promoting high-quality economic development.

 

 

Su Lifeng, a researcher at the University of International Business and Economics, has released the main contents of China's Labor Market Development Report 2020. According to the report, from the perspective of labor mobility and the formation of labor market spatial pattern, China's labor market reform has gone through four stages of development. First, in the initial stage of labor mobility, the spatial boundary of urban and rural labor markets began to loosen (1978-1983). Second, labor mobility gradually increased, and the labor market space in large cities expanded significantly (1984-1992). Third, highly active labor mobility and rapid formation of the spatial pattern of labor market integrated (1993-2011). Fourth, the labor flow has slowed down, and the spatial multi-center agglomeration pattern of the labor market has gradually taken shape (2012 till now). At the same time, the spatial evolution of China's labor market showed eight characteristics, which included the polarization of the labor market, the north-south difference in the labor market pattern, the heterogeneity in the job creation ability of the labor market, continuous changes in "time" and "space" boundaries, gradual reconstruction of the labor market geographical space, increasing integration of urban and rural labor markets, increasing labor market space and expanding international labor market space. In order to adapt to the spatial evolution of China's labor market and promote the sustainable development of China's labor market, the report made the following policy suggestions: First, we should accelerate the adjustment of the labor force structure, respond to the polarization of employment space, improve the employment security mechanism for workers moving across regions, implement the strategy of regional economic development, and formulate employment policies in light of local conditions. Second, we should strengthen skill training to make up for workers' weak links in quality, attach importance to skill training to improve the skills of middle and low level workers, and give employers more autonomy to alleviate employment dislocation. Third, we should implement the strategy for rural revitalization, accelerate labor market integration, promote a new type of cooperation mechanism between government and enterprises, and improve the social security system to address the worries of workers. Fourth, relying on the Internet platform to break the boundary of labor space. The "Internet Plus" promoted the exchange of information, stimulated the market potential, and promoted the transformation and upgrading of enterprises. Fifth, we should deepen international cooperation, expand the international space for the labor force, expand the scope of foreign labor cooperation, and continue to play the leading role of the Belt and Road Initiative.

 

The release of the Report aroused heated discussions among experts attending the meeting. They congratulated and appreciated the publication of the Report on the Development of China's Labor Market for ten consecutive years. It is agreed that with the development of China's labor market in the past decade, the Report has carried out in-depth theoretical and policy research on such important issues as employment quality, wage gap, female employment, employment of the disabled, and working time. It not only provided valuable reference for government departments to make decisions, but also set an example for telling a good China story of its Labor market.
