On the evening of September 29th, Mr. Yang Peifang, former President of China Institute of Information Economics, was invited as the guest speaker of the “Cutting-edge Digital Economy and Management” lecture series. Professor Yang Peifang expressed his views and opinions on the topic “Promoting Economic Theory and Model Innovation by Internet Information Production in 5G Era”. Professor Zhou Jianghua, Associate Director of MBA Center, BNUBS, presided over the lecture. More than 100 students attended the lecture, and their questions were enthusiastically responded.

Professor Yang Peifang is the former president of China Information Economics Society; former Secretary General of Expert Committee of Telecommunication Economy of Ministry of Information Industry; Deputy Chief Engineer, Institute of Telecommunications, Ministry of Information Industry; Professor level senior engineer; adjunct professor at many universities. He was once a member of the National Information Technology and industrial Policy Drafting Group; Member of the National S-863 Core Group for High Technology Planning. In 1992, he was awarded the State Council Special Allowance Expert. Representative works include: Network Synergy Economics, Network Bell Society -- Public Rational Economic Revolution, Where China's Economy Is Headed -- An Analysis Based on Information Economics, Jointed Hands: A New Economic Philosophy of Synergy and Mutual Benefit.

——Speaker’s Opinion——

In the beginning, Professor Yang Peifang first clarified the distinction between “Economics” and “Management”, thus leading to the third civilization of the world. He made it clear that China's most successful development in the past 40 years has not been in Agriculture or Industry, but in social infrastructure and Internet services, including high-speed rail and 5G communications. He introduced the basic situation of 5G, the development of China's communications industry and its impact on China's economy. 5G, he said, was the centerpiece of China's new infrastructure. The main function of 1G-2G was for information exchanges, and 3G-4G increased network transactions, so 5G network has entered the era of information productivity that directly served production.

In his opinion, the basis for China to win in the game between the great powers of China and the US lied in the innovation of the Chinese model, which was based on the three-part system of government, market and society under the information economy. By using information technology to compensate for the disadvantages of industrialization, China could avoid the detour of industrialization and realized leapfrog development.

He compared industrial economic thinking with information economic thinking and introduced the three fundamental laws of information economy -- Moore's Law, Gilder's Law and Metcalfe's Law. He pointed out that modern economics had lost its way, that economics had run counter to fair trade, that a new school of economics was emerging and that a new economic model was on the horizon. Taking the social function of block chain as an example, he explained that socialized enterprises were the micro-foundation and the form of implementation of the new economy, which has given birth to a fair information society.

At last, Professor Yang put forward some specific opinions and ideas on distance education in answering questions, aiming at solving problems of information communication and unequal information distribution in distance education.
