Vice President of the Inter-American Development Bank Speak at Our School

On the evening of March 31, 2019, Claudia Bock-Valotta, vice President of the Inter-American Development Bank, gave a wonderful report to the students of our college at Jingshi Building. The topic of the report is: Change or Transition? Managing the Human Aspect of Change in Transformation Processes. Cui xuegang, deputy director of the school presided over the presentation.

Claudia Bock-Valotta briefly introduces the Inter-American Development Bank's mission, portfolio construction, business scope, decision-making mechanism from her own work experience, and points out that the Inter-American Development Bank as an important source of organization guiding the reform and innovation, often face failures of valuable reform projects. To dig into the root, it is mainly that the mishandling of the cognition, adaptation and support of the reform project. Then, she also points out that "the only constant in the world is Change," and the basic characteristics of the VUCA (Volatility, Uncertainty, Complexity, Ambiguity) of the current international environment. Reform projects often emphasize technology over human behavior and cognition, and Change over transformation. The process of change is the internal psychology of stakeholders to adapt to the changes and the leader emphasizes the management of people, which has to go through three transition stages: the end of the past, the intermediate adjustment and the new start. On this basis, the function and ability of project leader are discussed, and the best leadership model of leading change developed by her in practice is introduced, as well as the corresponding ability requirements. Finally, she emphasizes the importance of communication and value-driven culture for human resource management, as well as the use of technology to improve communication efficiency and create a cultural environment to promote change.

Finally, Professor Cui Xuegang gives a wonderful comment on the report, pointing out that Claudia Bock-Valotta emphasizes the human aspect of management, which provides a good case and practice support for our study of economy and management from the perspective of behavior and psychology. It exerts positive effects on students in terms of attaching importance to the behavior and psychological management of economic management; Claudia Bock-Valotta's success in career development and administration depends on her attention to human resource management, which has inspired her students' career planning and ability building. The whole speech presented a very cutting-edge theoretical basis and rich practical experience, which was well received by the audience.

Profile of Claudia Bock-Valotta:

Claudia Bock-Valotta is a dual citizen of Austria and Argentina and vice President responsible for finance and administration at the Inter-American Development Bank (IDB).Her responsibilities include finance, administration, human resources, budget, legal affairs and technology. Others duties include the ombudsman, the office of mediation and ethics. Claudia has been the general manager of human resources since August 2011 and the human resources manager of both institutions since the establishment of the Inter-American Development Bank investment fund in 2015. During her tenure, she led major changes, including the reorganization and modernization of the human resources department, as well as the successful human resources component of the merger initiative, which led to the establishment of the Inter-American Development Bank investment corporation, the development of the human resources service center, and the implementation of the human resources /SAP system. She is the driving force behind the approval of the Inter-American Development Bank group's human capital strategy 2020, the approval of the diversity framework leading to global bank marginalization, the design and deployment of leadership development programs, and the establishment of the analytical function as a key hub for strategic human resources functions. Claudia has more than 30 years of experience in international organizations and the private sector. She led several management and reform projects, working in the areas of strategy and organization, focusing on corporate functions such as budgeting, control and human resources. Before joining the Inter-American Development Bank, she spent 10 years at the European Central Bank (ECB) in Frankfurt, Germany. At the European Central Bank, she is head of monetary management, responsible for the production, coordination and issuance of the euro, providing key inputs to the euro production strategy, and ensuring logistical coordination of the euro across Europe. During her tenure, she developed a cost method that is now being used to determine the cost of European currencies. As director of budget, control and organization, she led the central bank's euro-system corporate strategy, developed performance management standards, and developed the first operational risk framework. She performed control functions, including overseeing the planning phase of the new ECB premises and leading the introduction of SAP into the budget and control functions. In 2013, she won the ECB President's award for her part in the "ECB in action" reform management plan. Mrs. Bock-Valotta has a law degree from the University of Buenos Aires and a master's degree in marketing and business administration from the University of Basel, Switzerland.
